"news4 today." i'm eun yang. >> i'm aaron gilchrest. we begin, though, with a traffic alert on a major commuter route this morning. a water main break could cause big-time delays on wisconsin avenue. news4 has more live on that. tony? >> reporter: hey, good morning. it is going to be an absolute mess for drivers coming down 355 right by dorsett avenue. take a look behind me. you see workers trying to fix that water main break. i actually just looked at it. and i actually was able to see the crack. the workers are now going to be able to assess how they're going to fix it. the reason for the delay, they had to wait for the utility company yesterday and had to get through an initial amount of concrete. it broke yesterday around 6:00 p.m. they got the water shut off at quarter to 9:00. they had to wait for the utility company to clear some of the gas lines that were in the area. i got to tell you, this is going to be an absolute nightmare for anybody coming southbound on 355 into specific and into the district. right now, they have two

southbound lanes closed. traffic will only be getting by in one lane. and i talked to some of the workers and got an update. they said this repair is going to go on well into the afternoon. if you are headed down 355 on into wisconsin and on into the district this morning, they want to plan an alternate route or plan on some massive, massive backups. now for more on traffic, we're going to send it to alexis davies in for danella. >> reporter: thank you, tony. that's right. major delays there, two southbound lanes closed on wisconsin avenue between cumberland avenue and dorsett avenue. going to be there a while. make sure you give yourself extra time as you travel down wisconsin this morning. also, another accident, 16th street at east/west highway. involving an overturned suv, all of the lanes are blocked now. we're still getting information on direction there. do be cautious as you approach 16th street at east/west highway. here's a live look at the video. police are on the scene. the car is still on its side. so use caution as you approach.

elsewhere, anybody northbound in the hov lane, mile marker 165, an accident blocking the left lane. be careful as you travel northbound on 95. eun? >> thank you. it is the kind of morning you will want to let the car warm up a bit. temperature in the 20s across our area. storm team 4 meteorologist tom kierein now with the forecast. good morning. going to want to wear your holiday sweater and a puffy coated over that. it is our coldest morning of the season so far in much of the region. we've got a lot of cloudiness, but the cloud cover is beginning to break up to our west. we're going to have increasing sunshine as the day progresses, as these clouds are heading to the east. right now, it is just in the mid to upper 20s, fairfax, arlington. low 20s in montgomery. and mid to upper 20s in prince george's county. much of southern maryland. now the rest of virginia, shenandoah valley's only near 20 degrees. panhandle of west virginia, near 20. and near 20 frederick, washington county into western maryland, highlands in west virginia, only in the teens on this cold thursday morning. third day of january.

by 7:00 a.m., the mid to upper 20s, around the metro area, still colder than that in the rural areas. by noontime, mid 30s much of the region. and by mid-afternoon, ought to hit upper 30s near 40 in the metro area, elsewhere in the 30s the rest of the day with a light wind. sunrise, 7:27. the sunset at 4:59. i'm back in ten minutes with the hometown forecast. eun? >> thank you. 6:03. this morning we're waiting word if a body found in adams-morgan is a man who vanished nearby on new year's eve. police found the body last night on biltmore street, just a block from where michael poe was last seen. news4's megan mcgrath is live in adams-morgan with more. good morning to you. >> reporter: well, good morning. family and friends of michael poe have been handing out these flyers with his picture trying to get information on what happened to him. it's important to mention here that police have not released the name of the person who was found dead here at the apartment building on biltmore street. they are certainly looking into the possibility that it could be 23-year-old michael poe of

poolesville. now the body was found at the bottom of lighted shaft inside this apartment building behind me. there is a rooftop patio. neighbors tell news4 that people were celebrating on the roof new year's eve. michael poe was last seen on new year's eve. he came to adams-morgan with a group of about 20 friends. they all parted ways at around 12:30 at shenanigans bar. now poe did speak to a friend by cell phone at around 2:30 in the morning. that was the last time that anyone heard from him. friends and family have been handing out flyers, they canvassed the area yesterday looking for information on exactly what may have happened to him. the apartment building is about a block from the bar where he was last seen. again, no information about the name of the person who was found here dead in that light shaft on biltmore street. certainly they are looking into the possibility that there's a connection between that discovery and the disappearance of michael poe. still an active investigation.

we are expecting police to return here to the scene this morning in the light to take a closer look at the shaft, gather evidence and, again, try to piece together what happened and who was found dead here early this morning. reporting live from adams-morgan, megan mcgrath, news4. back to you. >> thank you. breaking news now. pakistani intelligence leaders say two u.s. drone strikes killed at least 13 people including senior taliban commander nuruvi nazier. it happened near the afghanistan/pakistan border. the senior commander was among nine people killed in a missile strike on a house. he was responsible for several attacks against u.s. troops in afghanistan. however, he had a truce with the pakistani military. it is hard to independently verify his death at this point. the u.s. rarely comments on its secretive drone program. five minutes after the hour now. new this morning, president obama signed the deal to limit the damage caused by going off the fiscal cliff. he signed it overnight in hawaii where he resumed his winter vacation. the measure prevents taxes from

going up for 98% of americans. it also extends long-term unemployment benefits for millions of people who are out of work. spending cuts which were supposed to take effect have been deferred, though, for two months. the legislation could save some metro riders hundreds of dollars a year. riders who put aside pretax income to pay for their commute can now put aside $240 a month. that cap was reduced to $125 a month last year. metro says the lower tax benefit might have been a factor in its decision in ridership from july to october of last year. later this morning, faces new and old make their way to capitol hill for the start of the 113th congress. you're looking live at the capitol now. returning lawmakers and more than 90 new members elected in november officially convene at noon with swearing-in ceremonies happening throughout the day. shortly after lawmakers gather, the house will vote on the speaker for the next two-year session. john boehner is expected to be re-elected to the position

despite some criticism from his own party during the fiscal cliff negotiations. one of the first orders of business for the house will be a vote on a bill to provide aid to the victims of superstorm sandy. speaker boehner is scheduled to vote for tomorrow after being blasted for postponing the aid package until the new congress takes office. the house will vote to approve $9 billion for the national flood insurance program. there will be a vote on another $51 billion later this month. the senate will also have to approve the legislation. 6:07 the time. a case of parking lot rage caught on camera. a teen bumped by an suv. wait until you hear who's behind the wheel. plus, an icy cold morning and a big trouble spot on the roads.

you could soon be watching tv in a whole new way. samsung is planning to unveil what it calls a revolutionary new flat-screen tv at the consumer electronics show next week. nobody is sure, though, what the revolution is here -- this print ad appears to show a vertical tv. but a teaser video which shows other tvs flocking to see the new samsung has the tv in the normal widescreen shape. there's also speculation that the screen could be transparent when off, almost like a picture frame hanging on the wall. so that could be interesting. >> yeah. >> i guess maybe you can flip it vertically. i don't know why you'd want -- so you can use it as a frame instead of a tv. you could flip it vertically and have something behind it on the wall and it would be a frame. just buy a tv. >> 6:11. time for weather & traffic on the 1s. tom? i'm standing vertically now. good morning.

justin bieber is calling for a crackdown on paparazzi after a photographer was killed trying to shoot pictures of the pop star's car. this accident happened tuesday night. los angeles police say he was hit by a car shortly after taking pictures of bieber's white ferrari on the side of the road. bieber was not in the car or in the area at that time. the pop star released a statement saying he hope the tragedy will lead to a new law that will protect the lives of celebrities as well as photographers. a parking war in a walmart parking lot now has a georgia

school board member facing charges. security cameras caught her suv hitting a 17-year-old girl. the two were both after the same parking space. the teen tried to stand in the spot to save it for a friend who recently had a baby. she motioned the suv to stop, but the driver kept on going and bumped the teen. the girl was not hurt. the driver is the vice chair of the local school board there. police charged her with reckless conduct. this morning, we're learning some of the harrowing details of what led a drilling ship to run aground on a remote island in alaska. this rig called "the calluk" dragged two ships which were trying to control it more than ten miles toward a rocky shore. the ship's crews finally cut the ship loose to save themselves. that rig is now stable. the coast guard says it has not found any signs that it's leaking fuel. secretary of state hillary clinton is out of the hospital this morning after spending four days there for treatment for a blood clot. clinton was seen smiling inside a van as it pulled away from the

new york presbyterian hospital last night. doctors believe the blood clot developed after clinton fainted and hit her head in december. she's expected to make a full recovery. this morning, groups are raising questions over venezuelan president chavez and if he's healthy enough to stay in office. last month he had a fourth surgery for cancer and has not been seen in public since. opposition leaders are demand ing a new election. officials say his condition is delicate. melissa mollet live with breaking news. just learned the head of criminal investigations in libya has been kidnapped at gunpoint. he was captured while traveling from his farm to work. it's believed hardline islamists are behind the kidnapping. the police chief has been abducted beforement at the live desk, melissa mollet, news4. today a community will pay its respects to a fallen prince

william county police officer. a wake for officer chris young will be held from 6:00 to 9:00 tonight at the hilton memorial chapel in woodbridge. his funeral is set for tomorrow at 10:00. young died monday afternoon when he collided with a minivan while responding to a call on his micro. he is survived by a wife and -- motorcycle. he is survived by a wife and three children. the virginia supreme court reversed a judge's ruling on negative online reviews. the highest court threw out the injunction issued in fairfax county's circuit court last month. deetz development is suing jane perez over comments she posted on yelp and angie's list. she claims the contractor stole items from her home and did subpar work. the contractor claims the reviews are false, and they cost him business. it appears that robert griffin iii has a backup plan if this whole quarterback thing doesn't work out. he apparently will make an excellent reporter. >> coach? we just wanted to know -- [ laughter ] >> you got my by surprise here.

who is this guy? >> what did you do for new year' year's? >> tried to put a good game plan together. i wasn't sure how healthy you were. it was hard without calling me. >> coach threw it back at him. that was rg3 asking the questions, catching head coach shanahan offguard during his news conference yesterday. as for his knee, griffin says he feels better every day. the field of dreams will live on. an investment group has bought the iowa farmland made famous by the kevin costner movie of the same name. they plan on transforming the 200 acres into a sprawling sports complex that will include 24 baseball diamonds and 60 clubhouses. the group bought the land for $3.4 million and received the blessing of costner who calls the field his favorite place on earth. the first phase of the project should be done by the spring of 2014. >> cool. i loved that movie. did you see it? >> i haven't seen it.

>> look at that. >> researchers in washington state studied 40 infants from the u.s. and 40 infants from sweden. the newborns were tested on vowel sound in 17 languages. when a baby heard a vowel in their own language, they paused. researchers believe that means they recognized the sounds. nasa is looking to take on a new role -- landlord. the space agency wants to rent out many of its buildings now that its shuttle spring no more. it's already got tenants. nascar is renting its runway to test race cars. boeing is using a former hangar to build a commercial spaceship. unfortunately nasa is struggling to find renters for its sdil facilities. it could be demolished if renters aren't found this year. 6:26. ahead, the last-minute effort to keep a local man once convicted of murder behind bars. plus, what's being done to make the transition back to school a little easier for the students of sandy hook elementary school.

avenue. we'll look -- between cumberland and dorsett avenue. we'll look here, authorities saying you cannot turn left from whisk to dorsett. they're recommending little falls parkway as the best tr alternate, elsewhere, 16th at east/west highway involving an overturned vehicle. crews are trying to get the vehicle out of the way. they're blocking the westbound side of east/west highway. you can expect delays there. elsewhere, 95 northbound in virginia, the hov lane has an accident in the left shoulder. live look at 95 at lorton road, a 16-minute drive from the occoquan river bridge to the beltway. eun? >> thank you. in just a few hours, students and staff will return to a new sandy hook elementary. classes will be in a nearby middle school. right now it's decked out in a winter wonderland theme. a small distraction after last month's horrific shooting. nbc's jay gray now live from monroe, connecticut, with other special touches to this new

school. good morning. >> reporter: he good morning to you. yeah, it's going to be a difficult day for a lot of families in this area. look, the new school is just about seven miles from sandy hook elementary in monroe. crews have been working for the last three weeks to try and refurbish that facility, make sure it's ready for the students and the staff this morning. part of that is bringing the equipment, all the furniture that they could from sandy hook elementary school, putting it into these new classrooms and making them look exactly like they were before the students left. and that's down to the book bags and the jackets and the exact same places they were before the shots rang out at sandy hook elementary. the idea is that's going to help these kids as hay transition back to class, help them feel that they're in a familiar place. help them feel like they can get back to some type of routine. counselors, parents, everyone in this community says it's very important for these children. today, the first major step in

that process. it's going to take some time. everyone understands that. today the focus not on the lesson plan for these teachers but, again, getting back into that routine. trying to find some sense of normalcy here. and parents are a big part of this process, as well. they will be here throughout the day and will have a special open house this afternoon at the school. >> jay gray live in monroe, connecticut, for us. thank you. a maryland task force recommends new gun laws for mentally ill people who make threats. the group says police should be able to take weapons after a specific threat if they person doesn't have a gun, that person should be blocked from buying one. maryland governor martin o'malley plans to use the report as a guide for gun-control legislation. relatives of people killed in last summer's colorado theater shooting have rejected an invitation to attend a memorial service. cinemark theaters invited family to attend an evening of remembrance at the aurora theater when it reopens january 17. relatives of nine of the 12 victims released a statement

angrily rejecting the ininvitati ininvitation. the mother of one of the victims calls it a "disgusting offer." prosecutors in colorado will outline their case against accused gunman james holmes at a preliminary hearing next week. this morning, an immigration battle has a virginia woman stranded abroad. adam ross and his wife got married six months ago. three weeks after the wedding, apena's mother in thailand got terminally ill. she left the process before finishing the process to get a green card. that kept her from returning to herndon. she's been stuck in thailand for five months now, away from her new husband. >> i haven't really seen any humanity from any of these people. they really can't imagine themselves says in my position. they're a result of very bad bureaucracy. >> ross says he reached tout elected officials who tried to intervene, but immigration officials won't budge. virginia's attorney general is trying to block the release of a death row inmate. he is set to be released today. justin wolfe is scheduled to be

released from prichbl by 5:00 this evening. he was sentenced to death for the 2001 murder of drug dealer daniel petroli in prince william county. prosecutors say he hired owen basher to kill petroli, and barber testified against wolfe in exchange for a lighter sentence. in july a judge threw out wolfe's conviction ai saying barber lloyd. the attorney general says the judge overstepped his authority and is asking an appeals court to block the release. police are searching for this man who vanished. 43-year-old frank jonathan herschel lives along southport drive in bethesda. he was last seen just before 4:00 yesterday afternoon. police say he is without his medication and they are worried for his well-being. anyone with information on this man or his whereabouts is asked to call montgomery county police. today, prince george's county police will put 125 additional officers on the streets to help the narcotics squad, the gang unit, traffic enforcement, and other special teams. the officers will focus on

grim discovery made here on biltmore street. a body found at the bottom of a light shaft at an apartment building here. now police have not released the name of the person who was found. they will only shea that that it's a man in his 20s. of course, the big question here is whether the body found here is indeed that was michael poe. now poe had come to adams-morgan on new year's eve with a group of about 20 friends. they all parted ways around 12:30 at shenanigans bar, a block from this location. what happened after that remains a mystery. his friends, his family, they were out in the adams-morgan neighborhood yesterday handing out flyers with poe's picture looking for information about exactly what happened. again, a 911 call came in last night. someone found a body at the bottom of a light shaft at this apartment building on bit more street. -- biltd more street. we're awaiting the name of the person found dead on the scene. we're expecting police to

"the hill" newspaper reports he will have no more one-on-one negotiations with president obama. aides say the speaker feels burned by the president after spending weeks shuttling back and forth to the white house trying to strike a deal on the deficit. instead, boehner says he will use the majority in the house to try to push legislation through congress and put pressure on democrats in the senate. speaker boehner is moving up a vote on billions of dollars in aid for victim of superstorm sandy. a vote scheduled for tomorrow now on a measure to allocate $9 billion for the national flood insurance program. the house will vote on providing another $51 billion. democrats and republicans

and police need your help finding four men in these surveillance pictures wanted for questioning in a stabbing and assault on a metro bus. one man in the group got into a fight with two women on the bus. he stabbed one and beat the other. this happened early new year's morning on a 93 bus headed toward congress heights. both women are expected to be okay. 6:50. starbucks hoping people will start bringing their own cups when they come for coffee. they're starting something new. hampton pearson with more. good morning. >> reporter: good morning. as a matter of fact, sdux says it wants you you it reduce, reuse, and recycle. the coffee chain is rolling out $1 dollar cup in the u.s. and canada today. the company already gives customers a ten-cent discount when they bring in reusable cups for a refill. it's hoped the new cups will encourage people to increase the habit. in 2008 starbucks said it wanted to serve 25% of all drinks in

snarn. >> thank you. it will be easier to get into and out of the bethesda metro station this morning. new elevators are up and running. it's the first time elevators at the station have been working in seven months. next, construction to replace the station's three escalators scheduled follow early 2014. a d.c. police is raising concerns about the speed camera in the 3rd street tunnel. sergeant mark robinson is a 22-year veteran of the force. he recently got two speed tickets driving through the tunnel. he says the speed tunnel is not accurate. he says the camera is still set for the normal speed limit of 45 miles per hour. but the posted speed limit dropped to 40 miles per hour because of construction. >> i'm outraged because npd didn't do anything. >> he took the case to the dmv. they agreed there were discrepancies and the ticket should be tossed out. if that's the case, it could be the same for thousands of other
